AS THE DISCUSSION OF ADMITTING Central European countries to NATO grows less hypothetical, the political and financial costs of expansion are causing concern. Both Russian and American observers have suggested immediate, full membership in the Western European Union (WEU) for Central European countries as an alternative to NATO expansion.1 But immediate WEU membership, unaccompanied by NATO membership, would be difficult for the Central Europeans themselves, let alone NATO, to accept.
