FOR BETTER OR WORSE, THE FUTURE OF the security order in Europe turns on the question of NATO enlargement. Europe's security order has seen some dramatic changes as it has moved from an essentially bipolar system in which the United States and the Soviet Union confronted each other like two scorpions in a bottle to a point where concerns about ethnic nationalism and re-nationalization of defense policy and the emerging European defense identity have come to the fore. Russia's proper place in that order remains a question.
