IN RECENT MONTHS, SLOvenian politicians appear to have stepped back from their most sought-after foreign-policy objective of European Union integration. They are now focused on NATO membership, which has been the country’s goal since it gained independence. As Ljubljana’s foreign policy matures and evolves, however, the current government seems to be learning how to balance its economic aims and its security concerns by cooperating with the EU while simultaneously courting NATO.
