THE SALE OF A 27 PERCENT stake in the Czech Republic’s telephone company, SPT Telecom, to a Dutch-Swiss consortium for $1.45 billion is so far the biggest partial-privatization sale of a telecommunications concern in Europe to foreign investors. It easily surpasses the 1993 sale of 30 percent of Hungary’s Matav for $875 million.
