Ukraine: Back on Track

AFTER THREE YEARS OF political inertia, inept man-agement, and post-Soviet economic anarchy, Ukraine now has a fighting chance to emerge from its crisis. Yet the success of President Leonid Kuchma’s economic reforms, initiated after his election last July, depends upon whether he can secure the additional executive powers he needs to implement them. With a weakened opposition and the apparent support of the Ukrainian population, his prospects are good.
