PRESIDENT LECH WALESA’S threat on 2 February to dissolve parliament, his demand for Prime Minister Waldemar Pawlak’s resignation four days later, and his indications that he might obstruct the formation of a new government by Jozef Oleksy propelled the Polish political scene into a frenzy. The turmoil subsided only temporarily with Walesa’s acceptance of Oleksy’s cabinet on 6 March and his signing of the budget law the next day.
