SERBIAN PRESIDENT SLOBODAN MILOSEVIC’S 20 July visit to Kosovo – his first in three years – was accompanied by words of reconciliation. He proclaimed that Kosovo would become “a region of mutual understanding, cooperation, and coexistence.”1 This did not signal the president’s miraculous metamorphosis from hawk to dove, however. Rather, his latest move has been inspired by the need to present himself as a serious member of the international community capable of supporting the peace process in Bosnia, while at the same time camouflaging his involvement in the war machine there.
