SINCE PRESIDENT ZHELYU Zhelev officially abolished the emblem of the People’s Republic of Bulgaria in December 1990, the country has been the only one in the world without a coat of arms.1 For nearly five years and through five governments, the political and intellectual elite have argued over the coat of arms, even as polls show that much of the public is uninterested in the issue.
