ROMANIA HAS LONG been subjected to international criticism for its human rights record. The country is featured on nearly every list of violators published by international human rights organizations. In recent years, the Romanian government has been frequently denounced for the dismal situation of the Romani (Gypsy) minority in the country. Closer scrutiny of the Romanian authorities’ treatment of Roma suggests, however, that Bucharest is taking important steps to improve its record. While most pro-and anti-government Romani and non-Romani activists admit there has been some progress, that has not been publicized outside the country.
