Regional Security: Caution and Ambivalence Over Joining NATO

TODAY WE ARE WITNESSing a “historic opportunity … to set in motion a process of expanding Europe and NATO,” said former U.S. National Security Advisor Zbigniew Brzezinski at an international conference on the Balkans in April. He envisioned expansion of NATO through the Eastern European states – which would effectively move Europe eastward – and a simultaneous expansion of links between Russia and the new Europe.
