RUSSIA VOTES: Will the Duma Elections Be Fair?

AS THE DECEMBER PARLIAMENTARY Elections draw near, many prominent politicians and journalists are concerned about the possibility for fraud. An ongoing debate in the media between the leaders of the new movement For Honest Elections and the Central Electoral Commission highlights those fears, which stem in part from apparent vote-rigging in the December 1993 elections. Recent changes in electoral law and the vote-counting system, intended to address the problems from 1993, have done little to ease apprehension.
