PRESIDENT LEONID KUCHMA HAS SUCCESSfully built a domestic consensus for reform by appealing to patriotic and even anticommunist sentiment. He now has the support even of western Ukrainians, who voted overwhelmingly against him in the June/July 1994 presidential elections, and of national democratic groups, which have described his policies as pro-Russian.
