AFTER GAINING INDEPENDENCE IN 1991, Ukraine's immediate need was to secure the world's respect and forestall any potential territorial disputes. To this end, its first president, Leonid Kravchuk, distanced the country from Russia and the Commonwealth of Independent States (CIS) and demanded tough guarantees on security and territorial inviolability from the West, Russia, and Ukraine's neighbors.1
