RESPECT FOR THE RULE of law is among the many casualties of Serbian President Slobodan Milosevic's regime. Today, rump Yugoslavia cannot be confused with a state that respects the independence of the judiciary. Laws are often merely appropriated or used as a veneer for sanctioning the aggressive power of the authorities when they attempt to mask or legitimize political machinations, double-dealings, or efforts to eliminate the opposition.
