A STRUGGLE FOR POWER between Lithuania's central and local governments has grown more heated in the last few months. While there is a general consensus on the need to reduce the government's centralized structure, which was inherited from the Soviet system, there is decidedly less agreement about the best way to do it. In any country, a redistribution of power and responsibilities between central and local governments would be controversial - in Lithuania, it is exacerbated by economic and other problems.
