THE UKRAINIAN Parliament has approved Prime Minister Yevhen Marchuk's government program for the next year, which sets some far-reaching goals. Many critics say the program is contradictory and unworkable, mainly because Ukraine does not have the necessary revenue to implement those goals and because the plan contains conflicting free-market and command-style economic measures.
