THE MILITARY DILEMMA facing the Baltic states is simple but harsh. The small countries will never have the manpower or weapons to seriously resist a determined Russian invasion. Yet they must never again allow a catastrophe like that of 1940, when the Red Army marched unopposed to their capitals, allowing Soviet leaders to claim that the Baltics had joined the USSR voluntarily.
