THE INTERNATIONAL MEDIA focused last month on the opening of the peace talks in Dayton, Ohio, that brought together leaders from the former Yugoslavia in an effort to conclude a regional peace accord. What went almost unnoticed, however, was a series of late-October developments indicating that Serbia's President Slobodan Milosevic had finally forged a meeting of the minds with the Bosnian Serbs. Milosevic appeared to have reassured the Bosnian Serbs that his withholding of support for the military option of creating a greater Serbia did not mean he had abandoned the ideal of a greater Serbia or repudiated the partition of Bosnia-Herzegovina.
