THE TOP THREE PARLIAMENTARY CANDIdates of the Agrarian Party of Russia (APR) include one of the architects of the August 1991 coup and a minister in the current government - a reflection of the contradiction at the very core of the party. The third-ranking Agrarian, the 1991 putschist Vasilii Starodubtsev, represents the party's image as part of the "irreconcilable" opposition. Agrarian No.2, Agriculture Minister Aleksandr Nazarchuk, represents the side of the party that will cooperate with the government it claims to despise in order to obtain higher subsidies for the agrarian sector.
