WHILE BUILDING UP THE largest nuclear-powered submarine fleet in the world, the Soviet navy gave too little thought to dealing with the fleet's toxic by-products. Sheltered from public and international scrutiny during the Cold War, Soviet authorities often handled radioactive waste with little regard for the safety of personnel or the environment and in a manner unacceptable today - such as dumping it at sea.
