A SUPERFICIAL GLANCE AT THE MEDIA in Azerbaijan is deceptive. The sheer number of opposition groups that have publishing organs could lead the casual observer to believe that freedom of the press is making headway in Azerbaijan. In fact, Azerbaijan's media are rigorously censored, and the authorities have been using a battery of legal, economic, and other mechanisms to restrict the media and muzzle the opposition.
