RUSSIAN AGRICULTURE is generally regarded as being in a deep crisis. In both the Russian and Western press, discussion of the country's agricultural problems typically involves language such as "hard times," "crisis," and "disaster."1 Falling production, greatly reduced use of production materials, and the slow growth of land reform and market institutions all support that view.
