SINCE 1991, THE WORLD HAS WITNESSED two sets of political events that have defined the end and the beginning of eras in international politics. Those sets of events, which revealed the nature of communist political systems and the direction of post-communist international relations, were the disintegration of Yugoslavia and the Soviet Union and the wars of Yugoslav succession.
