LARGE-SCALE DISMANTLEMENT of obsolete nuclear warheads began in the Soviet Union in the late 1980s and has continued steadily since then. The international community has been helpful in resolving some of the problems of dismantling weapons, but many issues remain, including the storage and transport of warheads.
