PROGRESS IN NEGOTIATIONS IN RECENT weeks has provided those despairing of peace in Bosnia with a modicum of hope. But whether the forthcoming political settlement will end only this chapter of the Balkan conflict or will finally close the book depends not only on the balance struck on the battlefield but also on perceptions of fairness struck on the scales of justice. Regrettably, the international response to date suggests that neither lasting peace nor justice will ensue. The result of recent diplomatic and military initiatives will most likely produce only a temporary respite calculated to allow the UN Protection Force (UNPROFOR) to withdraw, NATO to enter, and the West to get Bosnia temporarily off its plate.
