KIEV HAS APPARENTLY SETTLED A CONflict that nearly all the former republics have faced since the breakup of the Soviet Union in 1991. The debate over the division of power led to a public showdown that ended in the signing of a compromise on 8 June between President Leonid Kuchma and 240 deputies of the fragmented Ukrainian legislature.
